We want to import users without notifying them of their account yet. There used to be a setting to turn off the welcome email notifications. I can't find it in v20.
The second option was to import users and leave the email address off, and then add it later in another import. The second import would update the extension if found. A test shows the interface kicks it back, so we cannot bulk update user records.
