V20 Templates for Yealink Phones

We are trying to deploy Yealink T46S and T46U using both custom templates and default templates, via Users, IP Phone, Add, Select Custom or default Template, choose a MAC and next the phone is then is provisioned with out a template. We are using onprem, Windows host Enterprise version.

Is the extension is not registering on the IP phone?

The phone is registering and useable but not receiving any of the settings defined in the templates.
