Can the 3cx send voicemail to two different emails at the same time as customers would like this option.

Email address within the phone settings do not allow ; or , between the email address - comes back to 'Please enter valid values for Email address'

The way we do this, create a distribution group on the email server if possible and send the vm to group email address
