In what way will you be using WebMeeting? Have in mind that each active video by default requires 1Mbit of upload bandwidth to be transmitted and 1Mbit of download bandwidth to be downloaded.

If you're having a Webinar where you're the organizer and only transmitter, you'll need 1Mbps of upload bandwidth. That's all. Each person viewing you will need 1 Mbps of download bandwidth.
3CX WebMeeting handles the multistreaming aspect of taking your 1 stream and then sending it to 100 other people.
Meeting:
A 100 seat meeting where everyone has their video enabled is not possible as there's no PC out there that can handle rendering 100 videos simultaneously. Any other product that claims to be able to do this really doesn't do it and instead employs tricks like only showing a specific amount of videos at any given time by dynamically with auto activation/deactivation using certain clever triggers as not to overload your PC.
You can have a few main people enabled for such a conference while the rest simply participate via audio or just view the meeting or activate/deactivate each user's video as needed.
