Webcam non working in web meeting

Hello,
I'm having a strange issue on multiple windows machines, different hardware, different webcams, different profiles but same OS and Browsers (windows 10 and latest version of chrome and edge).

When a user on the PC tries to open a web meeting on the preview page he cannot see his image even if:
1- the webcam selected is the right one
2- the webcam powers on as expected when the user opens the page
3- the webcam is working fine in jitsi et al.
4- the page has all the permissions needed for audio and video
5- the same web meeting works fine with Firefox

If the user clicks many times the hardware update icon and disables and enables various times the background blurring the image finally appears.
Also, in the developer tools there is a JS error on the page:

Hi,
the problem seems related to the blurring feature:
1. On firefox blurring is not supported, that's why it is working
2: Is it working using chrome and keeping the blurring disabled?
3. If you go here: https://get.webgl.org/webgl2/ do you see that webgl2 is supported?
4. Can you share specs about your pc: cpu, memory, and in particular video card?

thanks for the reply.
I can confirm that the problem seems to be related to webgl2 and in fact the system we choose for testing isn't displaying the webgl2 test page.
The specs are:
- Core i5-6400
- 8GB Ram
- Nvidia Quadro NVS295

This happens also on a Lenovo T470s notebook that has only the intel embedded video card.

I'm exploring any hardware/software/driver misconfigurations but any other hint is welcome.

Also, as expected, if I disable hardware acceleration in chrome the problem disappears.

BTW,
even with the blurring disabled it's still not working.
