"You are not allowed to make outbound calls" Message returns when dialing out

This message started about two days ago. the phone showed unprovisioned so i re provisioned it and it now shows provisioned in 3cx. but the message still occurs. nothing was changed on 3cx or networking. User can call internal numbers fine. This is happening to one other extension. Did the basics of reboot etc. Not sure what it can be.

Check in the extension's options, PIN Protect IVR and Block Outbound Calls could do that.
