3cx Bridge to 3CX bridge - one way audio

I have two 3cx bridges, connected over a company VPN, i can ping each phone from the other, and the call rings through fine to the remote extension, but regardless of who calls, the audio at Site A is always silent, Site B can hear site A talking, but site A cannot hear Site B.

There should be no firewall in the way, and ticking the PBX passes audio box seems to make no difference.
The phones are yealink t22/t20p if that makes a difference.

How are the 2 PBX's connected? Are you using a tunnelled connection? Are you connecting to the local or public IP of the master PBX? Are both sides the same version?
