i integrated 3CX with Zoho crm, it's authorized and tested.

i don't know how to configure integration on the end user level, how to enable pop up a new tab redirects to crm ?

In the Web Client > Settings > Integration > Set the option to use the server side integration.

You should see the popup when you have a matching contact. Ensure that contact matching is working. Also, if the popup is not working, check if the browser is blocking popups.

Are you running 3CX SMB? Server side CRM integrations are not available there. You need a Professional or Enterprise edition, hosted by 3CX, self hosted or on-premise.
