So skipping the reflashing SD card step, just means you're just missing the OS upgrade?

At this point in time, the general answer is yes - but no OS updates also means no OS security updates.
As the move to Debian 13 continues it is possible that new SBC versions will not be able to simply update to a Debian 12 PI, at which point flashing the SD will be a must.
