I hope my phone registered on the 3CX server to hear the custom ring back tone when dialing internal extensions and external PSTN lines, 3CX server SIP can reply to 183 packets

Yes 3CX does support 183 session progress messages. If the system receives an 183 message you will hear the custom ring back of the provider.

No, the 3CX PBX will reply to 183 messages automatically once it receives them
