3CX VoIP phone for windows in windows 8

I have run the phone app in Windows 7 for a long time. Had a user come in with a new laptop that had windows 8 installed on it. We downloaded the most recent version of the app, set it up with the exact same settings as in Windows 7 and it doesn't connect to the server. Made sure all firewalls were turned off and that rules were in place in the windows firewall to be on the safe side. Still no luck. Debug gives me the following. HTTP data provisioning failed ,
Attempting to connect to (my server IP)
Phone got as local port 59820
RTP engine OK
SIP engine OK
sound device (mic,ring and speaker) OK
HTTP phonebook provisioning failed
Not connected: Server unreachable
Phone has been disconnected = error: 503
Phone is no longer connected
