No you can't. Its a linux card and for linux systems only. Can only be used with Asterisk based systems.

Well...
If you shy away from asterisk, and still wanted to make use of the TDM-Cards you own.
You can always have the TDM800 sit in your Asterisk server, and then provide a trunk for the 3CX to use your Asterisk for outbound and inbound using the TDM-Card.

3CX <> Asterisk(TDM) ---> PSTN lines
