Due to 365 synchronization, simply removing the email address and Regenerate does not allow an extension to be re-assigned to a new user.
To avoid an extension needing to be deleted and then created, please add the option to use the Clear function in the Management Console. This will retain Group Memberships, and allow the admin to do this without needing a user extension with the appropriate group membership and rights.
According to 3CX support, after clearing the extension, the user should be removed from 365 sync and then the new user can be added to sync and then their email address added to the extension. At that point, I am regenerating and sending a new welcome email to the new user.
