Allow Administrator to use Web Client to manage settings and impersonate users

For those manage many systems, it makes sense to allow the PBX admin account to launch the web client and impersonate users so they can manage settings that are being moved to that interface.

Currently the Management Console admin account does not have access to use the /webclient. Admin type functions are moving to this new interface (IVR, Hours, Talk or Meet links, etc.).

Users with Management Console access should also be allowed to impersonate Users if their rights permit management of that User. An Impersonate permission could be added.
