Allowing one specific external number to call 24/7 inbound

As the title says.
How can I configure an inbound rule on the SIP-Trunk so one external number can call anytime?

Let me explain the situation.
I just finished the installation of a new 3CX server. Everything works just fine, DID's, SIP-trunk. Outgoing calls happen through the main number.
But I got the question for the Emergency center.
When the alarm goes off, they first call to the company to check if everything is OK and they didn't forget to turn the alarm off before calling the police.
But how do I configure such thing that only the emergency center has 24/7 access to call inbound?
There are Office hours configured so they hear a prompt when out of office.
The thing is that one specific number should bypass everything inbound and let the phones ring.

Could someone help me to figure this out?

I tried using a CID, but kept on hearing the out of office prompt. I also set the CID rule on top of the list.

Did you set the CID to the exact format the provider sends? You can also put a * (asterisk) in front for wildcard.

I added the asterisk for a wildcard but it didn't work. I keep going to the prompt or I couldn't get a connection

How did you add the asterisk?

For example, for 10-digits numbers, you'd want to do this : "*5145551234"

This way, it matches all E164, or national formats.
 
I did for example *56000000 instead of +3256000000 or 056000000. To test if it worked but it didn’t. Maybe the E164 settings aren’t correctly configured for this? But I didn’t change anything there.
 
Then either you are reading the caller id from the wrong SIP header in the inbound parameters of your trunk or the call is going to an extension that is also out of office?
Set the destination of the CID rule to be an IVR for testing and see if that works.
