An User not appear in Select Queue agents

Hi
I have a strange problem, when I try to add a certain Agent/user to the Selected queue, this user does not appear in the search list and even if I search for him by browsing the page below.
I checked the permissions and they are the same as other users who are added to this queue.
What can be the problem?

Users wont show if they are already an agent for the queue. Can you confirm they are not already an agent in that queue?
