Looking at the different pricing tiers and options it says that the soft phones are all covered / included with the standard on up additions at no additional costs. My question is that if you have if you have just the first tier with 4 simultaneous calls are calls from the soft phones also counted and if so, then if four people were all on the phone you would no longer be able to make or receive anymore calls until a line is freed back up?

A phone call is a phone call regardless of the device that places / receive the call. If you place a call, it is a simultaneous call. If you receive a call it is a simultaneous call. If you have someone waiting in a queue it is a simultaneous call. If you have someone on hold, same thing. The only real exception is an extension to extension call is only one simultaneous call. In some situations, a call can be two simultaneous calls. For example, an inbound call that is routed to an extension which is then forwarded to a cell phone is two simultaneous calls -- one simultaneous call for the inbound leg, and another for the outbound leg. If you use up all your simultaneous calls, then no additional calls can be received or dialed.
