Any way to avoid separate 911 DID for every Work From Home desk phone?

Is there a less costly and more efficient way to provide 911 for employees working from home using a desk phone?
We've been allocating a distinct DID for each employee so if they call 911, the Outbound Rule sends the call using the DID associated with their physical address.
Just wondering if there's a less expensive way than $1.40 per DID per month, or a smarter way to go about it?

And, if I understand the new laws correctly, the phone number that calls 911 must be able to receive an inbound call directly to the extension that called 911.
Unfortunately, that opens the door to external spam calls directly to employees.
Anyone clever ways to minimize the exposure?
