Is there a way i can make automated voice bulk calls that play pre-recorded audio via 3CX? It is a 8SC Pro edition
 
You could use CFD and achieve this goal.

I have a outbound dialer in place but i do not know how to achieve the playing of a prerecorded audio
 
You will need to experiment with CFD as there are many different components.

As Oleg has mentioned, you can create an outbound dialer using the CFD. However, please note that the CFD app will just help you making the call, but there is much more to do when it comes to a dialer. You will need to create some user interface to let you upload numbers to call, define operation times, obtain reports, and so on. None of that will be automatically done, you will need to spend hundreds of hours to build something very basic.

As an alternative, you can use SIP Caller, a cloud based outbound call dialer that seamlessly integrates with 3CX. You can check this short video where we show how you can do this integration and start making calls in less than 5 minutes. There is nothing to install in your 3CX server, and you will have many features out of the box:
- Easily define the connection with your 3CX server.
- Create a callflow (the interaction between SIP Caller and the customer) using predefined templates. If you just want to play a WAV file, it's as simple as uploading it to SIP Caller, just 2 clicks and you're done. We also support Text to Speech at no extra cost.
- Defining the campaign is as easy as defining operation dates & times and uploading the numbers to call.
- Get real time and historical reports out of the box. SIP Caller provides call by call details, and also summarized charts that will help you make right business choices.

Finally, please be aware of some limitations when using the CFD, which are not present when using SIP Caller:
- A CFD dialer needs that you make a call to it in order to "wake it up". When you restart the 3CX Call Flow Server service, for example because you apply an update, the CFD dialer will stop running. If you don't remember to make this call every time, you will realize too late that your dialer is not working, and this will cost money to your business.
- When using a CFD dialer there is no way to stop a call attempt. For example, if the destination doesn't answer, the call could be ringing for 1 hour, keeping your channel busy. There is no way to abort a call attempt once it's triggered. With SIP Caller you can specify how long you want a number to ring.
- A CFD dialer can't detect if the destination is a human or an answering machine. In some cases it's important to identify this, and run different actions depending on that. This is something that SIP Caller provides out of the box, and there is no way to implement with a CFD dialer.
- When using a CFD app, calls are started by the MakeCall IVR, which can't be specified in outbound rules. This causes that sometimes creating an outbound rule for the dialer becomes more complex, you might need to use prefixes to select a route.
- A CFD app can only be deployed to a 3CX installed on premise or self hosted. As you don't need to install any software, SIP Caller also works in Hosted by 3CX or SMB installations.

To Ernesto's point, creating a functional dialer from the sample CFD project requires a very, very significant investment in time and education. We have spent approximately 8 years building our dialer. I encourage you to take a look at 3CX Power Dialer as another option along with SIP Caller.
