Most VoIP providers advertise a monthly cost per user. What is the average monthly cost (range) per user with 3CX using a SIP trunk like Flowroute or similar?

It depends. You can have 1000 users use around 1000min a month, or 10 users using 10000min. That is what you must calculate: usage.

3CX is billed per-SC, meaning: number of active calls.
