Best way to program internet down situation?

I'm thinking when the internet goes down I need to program each extension to go to that person's cell. What's the best way to set it to do that?

I figure this plays into extension status. The pbx is in the cloud but the site has no internet is the scenario I'm looking for. So extensions aren't registering.

I'm wondering if this is done under the forwarding tab but not sure what status it would be listed as
 
Assuming that the internet goes down during business hours where extensions would be available then you need to use the "If I am busy or my phone is unregistered, forward calls to:" option under the Available status of the forwarding rules.
 
Also I've got this set but it still doesn't work.

The way I have this system setup is it rings a group initially, then after 5 rings goes to digital receptionist be where they press 1-3, each option rings a group of phones.

I'm guessing that's why it won't forward to a mobile of each group user?

If you are using a ring group then it won't forward to the mobiles, the ring group will go to destination if no answer.

You may have to look at a different solution for this.

1. One way is to have mobile apps on 4G when systems go down, you can keep working without any changes whatsoever

2. Another way is to create dummies with ring my mobile simultaneously and have your original ring groups destination if no answer to go to ring group that contains the dummies. Just keep the ring time lower than the carriers mailbox time so it will cycle across your 3 users in prioritized hunt for example.
