Blacklist all / only allow whitelist

Hello,
If I only want to allow ip connections from my whitelist (two remote offices) and block everyone else, is there a way to do that? I was thinking I could add approx 200 blacklists like 72.0.0.0, 73.0.0.0, etc. but I was hoping there would be a better way.
