Blocking Extension to Extension calls

I'm running a single instance of 3CX v14.
I have an extension group that management would like to limit internal calls on. Their job function is to make outbound calls, but they don't need to make internal calls. The big push is to limit their ability to call specific extensions, like the overhead page extension, upper management and conference rooms. Is this possible through CID blocking or permissions?
I did try creating an outbound rule with a length of 4 (that's how many digits we have in our extensions) and setting that to block, but it didn't affect internal calls.
Any thoughts?
 
If the devices you are using, support internal dialplans, then those can be used to block/screen/manipulate digits before they are sent to 3CX. Most users don't have a need to block calls to other internal extensions so I wouldn't think that it would be a priority, as far as a "feature" goes. Extensions can do forwarding of certain numbers based on caller ID, but it is somewhat limited.
