Blocking SMS numbers or shortcodes

We have a client who has been receiving texts routinely from a shortcode number (example: +123456).

I've tried adding 23456 and +123456 to the system blacklist. None of that works.

How do we block a number entirely so it cannot send an SMS to a system extension?

Before you ask, no, the 3CX-approved carrier does not have a way to block them upstream currently.
 
The CID will apply for inbound calls so it will not block the SMS.
This has to be checked from the provider in order to be prevented.

Has anyone found a 3CX-approved VOIP carrier that DOES support blocking of SMS/text numbers and shortcodes?

VOIP.ms does NOT.
