Solved buttons unavailable on some instances

On some of my instances I can update, restart services, repair or push the power button

but on others none of the buttons turn red when i highlight the button

why?

Is this another issue than the one mentioned here:
new 3cx hosted instance has error = A system service is down and affects telephony.
