We have a client with an Irish number and an office in Ghana with a Ghana number. They use a call messaging service in Ireland so we need to forward unanswered calls to an Irish number. If the call comes in on the Ghana number's SIP trunk and is forwarded to a number with no international prefix, how will the SIP trunk be decided for the forwarded call and is there a way to ensure it goes out on the Irish number's SIP trunk?

How are you forwarding the calls? What is the call flow? Are the calls forwarded from a specific extension, queue etc?
Also do you have 2 trunks on the PBX?

I have 2 trunks on the PBX. The call will come in on one trunk and need to be forwarded via another trunk to go to the messaging service in the locality of the second trunk. I created a dummy extension to forward the call hoping that the fact that this extension should match a different outbound rule would mean that the call would forward via the local SIP trunk.

That is fine. You will need to move this outbound rule to the very top of the list so it does not match any other outbound rules. And have the rule match only calls from this extension so all other calls will not match this outbound rule.
