Call goes straight to voicemail.

I have a Cisco 7941 IP phone setup with Two extensions I could not figure out how to set up two extensions easily so I edited the Config file I can receive calls on the extension the phone was provisioned on but Can not on the other extension I can make Calls tho. Does anyone know what the problem could be and sorry for my bad grammar.

As this scenario is 3cx unsupported ( using 2 ext. on one phone) so you need to investigate alone,
try to compare the settings on phone GUI.
try to see difference from 3CX first ext. provisionned and second one you've set manually.

Check also inbound and outbound rules to be sure both ext are granted to call and receive
