call parking and queue calls

We have V11 with SP1 and Yealink T28 phones. Whenever a user parks a call into the shared parking spot using the BLF keys they cannot receive another Queue call until that call they parked is over. I've tried updating the phones to the latest firmware, re-provisioned with the new templates and nothing seems to fix it. We never had this problem until the update. Anyone have any ideas?
