Call Queue Configuration

I am trying to setup one of our systems, with a call queue that isn't the immediate call in destination. The system needs to ring it's priority group, and if it does not get answered, i.e. the lines are busy, the calls go into a queue and the phones at the location no longer ring. I believe I had it configured correctly, but there
is a strange hitch in the whole plan.

The phone system is actually running behind a vendor software our client uses called "Service Titan." Because of this we have had to setup double forwarding
so the calls go into Service Titan direct from the SIP Trunk, then service titan forwards the calls over to 3cx. Thats always worked just fine, never really been a
problem, but for some reason as soon as I apply the call queue configuration, it causes outbound calls to fail leaving 3cx, into Service Titan, then they are
unable to call out. If I remove the call queue, it returns to normal function.

Anyone had any situations similar to this? Did you find a work around? Am I missing a simple and obvious step somewhere? Any assistance or knowledge that anyone has on this particular configuration or similar configurations, I would most certainly appreciate!
 
We always recommend that there is no service or software in between. Or anything else installed on the server.

The SIP Trunk should be directly on 3CX.
