When a call is transferred to another extension, does that count as an outbound call for the person who transferred it?

Would it be the same for blind transfer vs an attended transfer?

If you are referring to the Extension statistics report then Blind transfers will not count as outbound calls however attended transfers will as you essentially place the caller on Hold and open a second line to call the person you want to transfer the call to.
