call transfer failed

I get a call call transfer failed message when I try to transfer to an outside line...any suggestions?

first tell me which version you are trying it with. Secondly what kind of transfer it was attended or automatic transfer. Please post the server log in here for reference.

You make a call...
Your participant doesn't pay for call because you should pay for it...
You transfer call to your mobile...
Destination of transfer (your mobile) receives a call and shouldn't pay for a call...
You receive call on your mobile...

Another situation.
You receive a call...
And transfer it to destination with cost of 10$ per second...

Can you transfer call using you mobile phone?
Why it is not possible?
