Callback is not working!

What licence do you have? Is it a Pro licence? Does the feature enable? Does the caller hear the prompt when dialling 2 requesting for a callback? Do you have an outbound rule matching the callback?
 
Yes, is a Pro licence!
the caller hears the prompt that tells the number to which to return. But the call does not disconnect and does not return. Internally, the call disconnects and callback works. It just does not work for outside calls.
 
Do you pass the firewall checker on the PBX? Also who is your provider? From your description your issue may be due to the fact that the call is not being disconnected. In this case you will need to set the PBX to verbose mode. Go to Dashboard / Activity log / Settings ans set the logging level to verbose. Restart all services. Then try the call back again and check the activity log for the reason the callback failed.

I can see a few things wrong from the logs you posted. You are using an un-supported provider which has not been tested against 3CX so the behaviour is unknown. You are using an un-supported cisco phone which is sending its mac address to the PBX and is your DHCP server giving ip addresses in the 169.254.x.x range or non of your devices can get an IP?

my DHCP Server that provides the IPs. The provider really is not tested by 3CX, but does this really influence how callback works?
