Caller ID from Gateway Device

I have a Grandstream GXW-4104 that will be installed for public safety. The POTS lines are incoming only for E911 to call the local police/fire. When a call comes in I would like to have it display "EMERG-1" on the phone. I have tried the different options in inbound parameters but I can't seem to get it to work. I have Named the lines in Inbound Rules "EMERG-1". They don't seem to link up. I can get the phone to display the IP address of the 3CX system or Unknown. In reality there is no number coming in for caller ID on these lines. Looking for suggestions.

so, it can't match an incoming rule.
Normally you would goto Contact -> Options and enable Prepending.

Do the lines have the caller ID option assigned by the provider? Test with an analogue set that has caller ID, or a caller ID box. I have found with some other gateways, that if there is no caller ID sent, then the name assigned in the gateway itself, will be sent. If you have confirmed that caller ID is assigned to line(s), you may want to be certain the gateway options are such that it is being passed on correctly. Proper caller ID type, and if set to Bellcore, an appropriate delay, to capture the caller ID (sent between first and second ring), before the call is passed on to 3CX.

The lines do not have the caller id option assigned by the provider. To be honest I don't want outside caller ID. I want to name it myself. It is a POTS line that needs to stay. Basically I need the person answering the phone exactly what line they are picking up. I know it is a VoIP system but I do have "Lines" coming in using the grandstream gateway.

Well I ended up assigning the lines to a ring group and the name of the group appears so I guess that will have to do for now.
