Solved Calling to Puerto Rico not enabled from US

My team is trying to place an outbound call to a number in Puerto Rico but it will not go through . I have enabled the 2 country codes for Puerto Rico. For Outbound rules i have one rule for a length of 10 digits that prepends a 1 and the 11 digit rule neither strips or prepends - (its just a placeholder)

The logs are showing 2 codes 403 & 404:
[Extn:1101] failed, cause: Cause: 403 Country Not Authorized/INVITE
[Extn:1101] failed, cause: Cause: 404 Not Found/INVITE

Please provide any suggestions on what changes will allow this call to go through?
 
Puerto Rico is a part of the North American dialing plan, and calls should use the same rules as any other NA call.
Could these errors be coming from your provider?
 
@klkocher You can enable the "Call to blocked country" email notification to see if 3CX is blocking it. Given your statement and log I'd guess @leejor is right and 3CX is not.
 
From the way you are dialling the number I don't think it's 3CX that's blocking you. Check the logs and see who sends the error.
 
I have confirmed that Voxtelesys was blocking the calls. Thanks everyone!
