Calls are not forwarding to cell number

I have a 3CX system v16.5 running on Windows 10 Pro with voip.ms as the SIP provider. In the inbound rules I have state that after office hours the calls get forwarded to the owner's cell number (which is on Verizon), but when the call goes through, there is just a busy signal.

I look in the logs and the call shows but it says that it is not answered. I checked with the SIP provider and the issue is not on their side.

I needs some help on this.
 
Do your inbound rules filter on the calling extension? Either by groups or range?

Also, make sure that if your provider does support Call Deflection (302), make sure it's enabled.

So... the log show the forwarded call being sent back out to your provider, they accept the call, and you get no SIP error code. What caller ID is being sent? Have you tried using other destination numbers, to see if they work?

- No my inbound rules do filter on the calling extension, they state that outside of office hours the calls forward to the user's direct cell number.

- By "Call Deflection" do you mean call forwarding?

The log shows the call come in then gets forwarded to the user's direct cell number, there is no SIP error code that I can see in the logs.

I am not sure what the caller ID is as the call never reaches the user.

I tested it on another cell number on a different carrier and I still get a busy signal.
 
I would contact your provider to see if they can offer any assistance as to why this is happening. Have you tried sending the call to a landline phone (local PSTN provider, rather than a mobile)? As your provider does not appear to be rejecting the call, with a SIP message, I have to assume that the sent number is acceptable, that leaves the caller ID as a possible issue.
