Can receive inbound calls but cant make outbound calls

Hello, I have been trying to set up outbound calls for an employee. When test calls i look in the log and it says "Call or Registration to ******2657@([email protected]) has failed. 65.254.44.194 replied: 404 Not Found; from IP:65.254.44.194:5060"

Can you please clarify who is this IP address 65.254.44.194? Is it the IP address of the provider?

I believe it is our AWS server connected to 3cx, our AWS guy says they aren't blocking any outbound traffic.

The IP address in question points to SIP.US provider.
I would suggest contacting them first, since they are the ones that are replying with '404 Not Found', to provide additional information on their reply.
