Just came across the same "Cannot open 3CXCfgServ service on computer '." This was occurring with a new install on a Win 7 32-bit box while it was "Starting secondary database service" in the post-install wizard.
I had just installed it successfully on an identical Win 7 box. I double-checked that 3cx install to verify that .Net 3.5 SP1 was installed and the hosts file indeed had the "::1 localhost" line in there.
The only difference was that the problem Win 7 box had the Windows Firewall on. Disabled it (public and private networks) and 3cx installed like a champ.
