Can't connect using Putty or WinSCP on port 22

I'm not able to access the 3CX using Putty or WinSCP on port 22. This is first time I've had this problem with a new install using the 3CX Debian ISO install. The 3CX phone system has already been deployed, so I can't simply reinstall it. Is there a way I can enable this?

Where was the installation made? Is it a cloud PBX or a local machine? Port 22 should be enabled in the 3CX ISO by default so something else might be blocking you?

This is installed on a PC with an Intel i3 Processor. I tried accessing the 3CX PBX from 2 different computers on the same LAN as the 3CX PBX. When I try to connect using Putty from either computer it says: "PuTTY Fatal Error - Network error: Connection refused".
 
You can try checking the IP tables of the OS by connecting to the PC directly using a monitor and a keyboard. Check if the IP tables include a rule for SSH
 
Using dpkg-query -l from the 3CX Terminal; I compared this 3CX PBX with another 3CX PBX with an earlier Debian ISO install that was deployed several months prior, and it has openssh-server and openssh-sftp-server on it (and is working with Putty), but this new 3CX PBX install is missing openssh-server and openssh-sftp-server. Both of these 3CX PBX's have a 3CX Phone System Professional license. Both Debian ISO's used in these installs were downloaded from 3CX's website.
 
This is very strange as mine has those included and i am running the latest ISO from our site. I will try re-installing and i will get back to you.
