Can't make out going calls

Hi I have v5.1 installed on a xp sp2 machine with 1 snom phone as an extension and 3cx software phone. The sip is connected to voiptalk and I can recieve incoming calls but can't make any out going 1's. I have setup the outbound rules and everycall just ends with a time out

CM503003]: Call(7): Call to sip:[email protected]:5060 has failed; Cause: 408 Request Timeout; internal
[CM503014]: Call(7): Attempt to reach [sip:[email protected];user=phone] failed. Reason: No Answer

Can anyone help?
