Cisco 7941 Call Forward button not working

We have setup 3CX Pro 15.5 and we are working on connecting the customers existing Cisco 7940 and 7941 phones. So far, I've got most things working, with the exception of the CFwdALL (Call forward all) softkey. It works just fine on the Cisco 7940, but does not work on the 7941. When you press the CFwdALL button on the 7941 and dial a number, the phone plays a busy signal and displays the word "Reorder" in the lower left. In 3CX's event log I see this message:
Call or Registration to x--serviceuri-cfwdall-4071@(Ln.10000@callmanager a) has failed. <IP of SIP trunk> replied: 404 Not Found; from IP:<IP of SIP trunk>:5060
From those IP addresses, it's trying to send a command to the SIP trunk. At the moment, we have 3CX connected to a Cisco Call Manager server as the SIP trunk while we test, but once we are finished testing we will move the analog lines to a Patton PRI gateway (SN4970).

The softkey template for this key is

And the phone config file has this line
<callForwardURI>x--serviceuri-cfwdall</callForwardURI>

In my testing, I discovered that the 7940 seems to handle forwarding locally on the phone itself. If the phone is unplugged, forwarding no longer works. The 7941 when connected to Cisco Call Manager will forward even if the phone is off. I've noticed that there is a similar issue with conference calling, it works on the 7940, but not when initiated from the 7941. In the support article for these phones, local conferencing is listed as unavailable on the 7941.

Has anyone been able to get call fowarding working from a Cisco 7941 (or similar)? Is there a dial code or something that could be used for this instead?

If you want calls to be forwarded i would recommend using the status changes of the PBX. You can see the dial code you need to use in the management console under Settings / Dial codes. By default this is set to *3. So when you call *30 the phone will switch to Available while *31 will switch the phone to Away etc. Using the status change you can control the destination of the calls by pre-defining the numbers in the forwarding rules of the extension.
Generally call forwarding on the device level is not supported in 3CX and should be avoided.
 
OK, I was wondering if that could be the case. My main issue with that solution is that we have to install the Windows clients for users and show them how to login and setup which extension or number their calls should forward to. That's do-albe, but will be a bit of work. I wish we could allow users to login to the client with Active Directory credentials instead of sending them in an email.

On a similar note, conference calling (Confrn softkey) doesn't work from the 7941 either. Is there a way to use dial codes to have a 3 way conference call?
 
You can use the webclient to achieve the same functionality without needing to install anything.

As mentioned in the limitations for these phones no local conference is possible. You will need to transfer the participants into the conference extension of the PBX.
