There is such a problem. Cisco SPA 303 and Fanvil X4U phones.
From Fanvil to Cisco - calls work fine.
From Cisco to Cisco - calls work fine.
From Fanvil to Fanvil - calls work fine.
From Cisco to Fanvil - If the number is dialed by hand on the phone, the call fails. The call is not displayed in the system logs at all. If you select a number from the 3CX phonebook on your phone, everything is fine. The call passes.
In the Cisco phone logs, everything is more interesting. Calls from the phone book are marked with
Pupkin Vasily, 101, 7/16 10: 24a, 0s
Direct dial calls are marked (which do not go through)
Vasily Pupki�, 101, 7/16 10: 12a, 0s
First name and last name are swapped and the last character is replaced.

You should run a capture and replicate the problematic scenario.

Check to see if the Cisco sends an INVITE that may contain illegal characters like �
 
When you say the call is not displayed in the "system logs", do you mean the Activity Log? If you haven't done so, check that log to see if the set actually sent an Invite to 3CX, or, was the call was blocked (internal set dialplan?), in the phone itself.

The name can be taken from one of a few locations...as stored in the originating set, as set in the 3CX extension settings, as stored in the company directory, or as stored in the internal directory of the terminating set. In at least one of those locations, the name may be stored the other way 'round.
 
Yes. I do not see any events about invalid calls in the Activity Log at all. There is currently no access to the system. Check out the previous post on Monday. The dial plan on the phone is [x*]. Phones are automatically provisioned by option 66.

Well if nothing appears in the Activity Log, there is a good chance that the call attempt is either not reaching the PBX at all, or it is immediately being rejected due to the illegal character that you see in the Cisco phone log (�).
