I have a 16SC Pro 3CX instance (V16) running on a Windows 2012 VM hosted in Rackspace (UK). It has a 3CX FQDN
Rackspace don't support VM's running Windows OS's later than 2012

So for future 3CX compatibility I need to move 3CX somewhere else onto a supported OS - I already have a tenancy in Azure, so that seems like a sensible place

Advice needed....
Do I manually spin up a Windows or Debian VM in Azure and manually restore 3CX
Do I export the backup file and do a PBX Express restore to Azure

Its a production 3CX, so looking for most straightforward, reliable migration path.

Would appreciate any suggestions from people who have done a cloud to cloud and/or windows to debian etc move before

Cloud to cloud, cloud to bare metal, bare metal to cloud, windows to linux, it doesn't matter the process is the same. The two options you mention do exactly that, one just automates the steps for creating the VM essentially. You backup, uninstall or otherwise take offline if you want to be able to go back and then install and restore.
