Code Blue Phones

Are Code Blue (ip based) phones able to work with 3cx. Is there any other hardware needed?

Those devices are not supported on 3CX. The official list of supported is here: https://www.3cx.com/sip-phones/

If those can be configured as SIP, there's a good chance you can configure them manually and still be able to use basic features like calling, transfers and such. However, more advanced features and autoprovisioning requires a supported device. You may be able to ask them for a 3CX config template if they have one.

They kinda look like Cyberdata devices tho.
