Configuring Custom Yealink Template

Who is familiar with using custom templates? I think I almost have it figured out, but it isn't fully working as expected.
I'm trying to configure a key to be a prefix type. I was able to provision it to a phone but the button just says prefix and does nothing. Here is the config I set. Do you see any mistakes?

If you set it that way, and don't set a BLF 3 in the management console, then it will be ignored. Set anything as BLF 3 and it will appear
 
Someone led me the right direction. Set the keys the way you want on the phone UI and then export the config file.
Copy the relevant lines into your template.
