Has there been a change to the admin console so that the original admin console can only be reached from localhost?
I can see that many administrative functions are available from the webclient UI so I'm guessing the old console is being phased out?

No, MGMT console is still reachable as it always has. Settings are moving over to the web client UI and whilst some options are only available from the admin side of the web client, the mgmt console still has majority functionality.

Suddenly it all becomes clear:

Apparently I'm now on IPv6 which means I'm no longer whitelisted. That's probably due to changing to a BT router earlier in the year. Not sure if I should try to turn it off on the router or just put up with it?

Better still I can just whitelist myself. Not sure how stable that is but it works nicely for now.

Just add your 6 address in, job done.

...and it wasn't quite that simple as my IPV6 address appears to be different today ... DHCP ... but it appears to use a /64 range so if I configure that it works. Ahh IPV6, because an organisation of 5 people totally needs an address pool bigger than the Internet.

Could always change your 3CX to SMB and have 3CX host it.
