In short you can create an outbound rule from the outbound rules tab and use the prepend option to prepend the number you want in front of the dialed number.
You have the rule set to remove 4 digits, which will remove the * plus the first 3 digits of the remaining number. You also have it set to recognize the numbers as 8 digits long (including the asterisk), is this the correct length? Your example was shorter.

If the rules accept a * as a first digit, then it would be... numbers starting with *, 5 digits in length (assuming all numbers are the same length), strip 1 digit, and prepend with 1222.
