Are you talking about a box (device), such as this?

There are a number of companies offering these. Simply a wireless device that uses a SIM, and allows you to plug in a standard analogue phone. Of course, some are locked to a specific provider, and you'd have to be using one that is compatible with the frequency, and service (GSM / WCDMA /LTE, etc.) that is offered by the SIM provider.
