Can someone remind me of the correct way to move an existing instance from host A (DO in this case) to Lightsail? It no longer seems to be documented. Thanks

Moving to another host requires a re-install so in this case you have to create a full backup and restore it to the new installation.

How is the FQDN handled?

Since this is a full backup, the FQDN and license information is also included in the backup.
Once restored it will contact the activation server, confirm the license and proceed.

Does the FQDN need to be released in the portal first?

If you will continue to use the same FQDN this is not required.

When I try to seelct the platform in the install process Chrome immediately errors out

Are you deploying from the 3CX Portal?

Have you followed steps from the guideline here?

Can you try in incognito mode?

Try from a different machine and / or different internet connection.

Error 11 usually means something is being blocked somewhere in the process.

Correct, this means that the redirection site is unreachable, i cannot replicate.
