After upgrading to Version 16, it seems that then .NET All-Control-Api is now deprecated and not working any more.
Is there another way to get a trigger event when an incoming is call coming?
I mean, not an event after the call was done.

The API is not deprecated, it's only undocumented. If you had a solution previously working in v15.5 to receive inbound calls notifications, it should work exactly the same, just rebuilding your app referencing the DLL taken from your 3CX v16 installation.
