We need to shorten the length of time to the voicemail options after a caller leaves a message. Currently, if a caller is leaving a voicemail and doesn't press the # key, it takes up to 2 minutes for the option menu to announce. Or can we add another prompt to the caller to press the # key for further options after a few seconds of silence?

Do what a lot of systems add automatically to the outgoing message...

This is John Doe, I'm not available, blah, blah, blah, please leave a message.........At the end of your message, press # for more options.

I seem to recall that there is an option to shorten all incoming message lengths system-wide, which might not be something you want to do.

This might help: http://www.3cx.com/blog/docs/maximum-duration-voicemail/

If you do decide to shorten the message length, you may want to think about getting people to re-record their outgoing message adding...you'll have up to one minute to leave a message after the tone.

Most callers assume that they will have a couple of minutes (at least), to leave a message, and some can ramble on (unfortunately). None of us like being cut off, and having to call back.
